The delegation led by the Chairman of the State Committee for National Security (hereinafter SCNS) of the Kyrgyz Republic, Mr. Kamchybek Tashiev, on the Kyrgyz side, and Mr. Rajabba Ahmadzoda, on the Tajik side, held negotiations on the Tajik side. Both parties expressed their readiness for a ceasefire and withdrawal of troops.
During the meeting, there were accusations about the causes of the shooting and the damage caused.
The Chairman of SCNS Mr. K. Tashiev diplomatically prevented all confrontational attempts of the parties leading to aggravation of the situation and proposed a number of specific measures to ease the tensions:
1. Establish a bipartite commission to determine the causes of the conflict.
2. Withdraw the troops from the border lines.
3. Leave only border guards and police officers safeguarding public order at the borders.
4. The heads of the delegations should be personally responsible for the implementation of the agreements. Mr. Kamchybek Tashiyev also stressed that he would stay in Batken until the tension declines.
Despite provocative shouting by some Tajik citizens, the commission successfully concluded negotiations.
The parties decided to speed up the border delimitation and demarcation.
